Things like this are usually pretty high compared to most games.

I don't think the story mode is available yet.
It's probably a placeholder like most of the items in the store.

In terms of "position" items in the store, there's the default chair, the bath, handcuffs and the VIP pass.
You have to earn money by pleasing guests, which you then spend on maintenance, stats/skills and the store.
There's a help menu that tells you about the UI and what to do I think.
